Minecon 2016 Skin Pack Capes are not equipable on skins made from character creator or imported skin

The Minecon 2016 Skin Pack capes are only useable on their respective steve and alex skins. I am unable to freely equip these capes on imported and skins character creator skins. The only cape that is equipable throught all skins is the Founders Cape from Minecon 2019. Finally, all capes from the Minecon 2016 Skin Pack do not show its design on the elytra, unlike the Founders Cape from Minecon 2019.  This issue applies to all bedrock edition platforms
