Boats can put in the ground and water, When boats put in the ground, speed is slow on boat, when in water, speed fast in water on the boat.

See, This is the boat that can put on the ground, and the water, on all locations, Make the boat put-able on the water and cannot be put on the ground
Its same as the PC version.
Boats are supposed to be placed on land and water. Works as intended
