Drowned Not Spawning

In  my world, I wanted to obtain a trident so I could enchant it with channeling and farm mob heads. I explored the river for hundreds of blocks trying to find some drowned but I couldn't find one. In previous worlds, there were always drowned in the rivers but for some reason there weren't in this world. This has to be a bug because I also searched the rivers at nighttime.
