Mobs stopping their movement on the ground

Sometimes when mobs are following/chasing an entity, they freeze for a couple of seconds. Here are the following mobs I've seen it happen to:

Ravager - Polar Bear - Wither Skeleton - Drowned - Iron Golem - Wolf - Panda - Zombified Piglin - Any Arthropod - Piglin - Hoglin - Zoglin - and any land animal following players for food or breeding.
