Farmers are not using extra seeds in the composter, nor picking bonemeal from it or the dropped one

They just pick the seeds, as always, but they aren't using them at the composter, only for farming. When I compost things and it gets full the farmers are not making sense of the bonemeal inside it. And when I drop bonemeal is not taking it.
