Fortune 3 affects 2-high flowers

Tools enchanted with fortune 3 will cause 2-high flowers (like rose bushes and lilacs) to drop more than one of itself. This basically gives you infinite flowers as you can replant them and break them and fortune 3 will be applied again. This seems to have affected the early betas of Bedrock edition (MCPE-13304 or MCPE-18880) and those bugs seem to have been marked as resolved.

This has not been tested with other fortune levels or other 2-high flowers.

Expected Result:

Fortune 3 should not cause flowers to drop more than one of themselves.

Actual Result:

Fortune 3 causes rose bushes and lilacs to drop 3-5 of themselves.

How to reproduce:
1. Enchant a tool with fortune 3

2. Break a rose bush or lilac with the tool, you will see that more than one of the respective flower drops.
