Mobs unable to pick up items

When close to a village mobs are unable to pick up items. However as soon as I leave the village by about 100 blocks or so mobs are able to pick up items again. I have tried with armor and swords in different worlds and I have tried using wither skeletons, zombies and zombified piglins.
