The enderman doesn't teleport when touching water in a big surrounding area.
I made a huge lake and spawned enderman in it and they wont teleport away. They keep taking damage and then die.

In order for an enderman to teleport, there must be a solid block within sixteen blocks of it's location. Was there an area fitting these requirements in your scenario?
