When you bone meal on kelp,the kelp always grow one block high.it never grow 2,3,4 high when bone meal it.It should like when you bone meal it, it will grow 2-5 block high.like others plants.

Observed Results:
When you bone meal on the kelp it always grow 1 block high.
Expected Results:
When you bone meal on the kelp it should grow 2-5 block high like other plants.
