Bonemealing crops sometimes won't make them grow

I tryed it out with carots and sugarcanes.  On some grow stages the particles appear but the crop doesn't grow

Steps to Reproduce:

1. Plant some carrots / sugarcane
2. wait for the carrots to reach one stage before fully grown as seen in the screenshot. 
3. bonemeal the carrots / bonnemeal the sugarcane from the side.

Observed Results:
The carrots emmit green particles but they don't grow / sugarcane doen't grow

Expected Results:
The carrots should reach a final grow state / the suggarcane should be fully grown

Notes: Carrots can be replaced with any crop like wheat, potatoes and beetroots. Random tick speed is default (1).
