Raiders Spawning Inside Villages and In Caves

I had killed a pillager patrol captain and wanted to start a raid since I wanted the loot from it. I walked into a village and started a raid. Then I looked all around for the raiders but I couldn't find them. I realized that these villagers I had trapped in a pit all died because the pillagers spawned inside the village. After I killed them, the raid bar was only halfway complete. The iron golem in the village kept walking around one place in the village and I found out that the raiders were inside a cave! Are raids supposed to happen inside caves or is this a bug?
