Bedrock does not spawn beneath mesas

Bedrock does not spawn beneath mesas of any kind. This only takes place directly beneath the mesa structures themselves, and bedrock will spawn normally in any other part of the mesa biome.
I have tested this in creative, using both the 'old' and 'infinite' world types. Shown are levels 0-3 beneath a mesa, having spawned devoid of bedrock.
