I cannot download world packs or skins

All of the worlds and skins I have bought are no longer accessible. When I click to download them or even to change my character skin to a downloaded one , it continually fails . I have internet access and double checked that It works by going through the internet browser and playstation store. I am logged into my microsoft account and have restarted multiple times to get it to reconnect . It happens with every world I have bought and downloaded
