Pressure Plate Acts as Solid Block on Fence/Wall

I was experimenting with pressure plates and when I placed one on top of a fence and walk through it, here are the results:

 

From 1.14:

The pressure plates press down and you go through it to the fence's hitbox

 

From 1.16.0.63 Beta:

The pressure plates don't press down and you are prevented from going through, acting as a solid block.

Is this a visual bug during gameplay, or is Mojang changing pressure plates so they behave differently from Java Edition? Please let me know if there are some duplicate bugs that have similar/same problems and I will look back at the report I made when it is updated.
