Iron Golem spawning broken

I was using mcpe 1.14 , then i saw mojan updated iron golem spawn rates and rules the summary was iron golems will spawn 10 times more. So i changed my version to 1.16.61 beta and i experimented with new spawn mechanics whatever i do not even a single iron golem are spawning 70% of villager needs to work so i created an artificial village with 90 beds ,90 work starions (all were same type) and connected with a clean villager breeder.Then after 1 hour of waiting (every villager were adults and every bed was occupied) not a single golem spawned.Is this a bug ? Or golems not spawning because i made the area hostile mob proof ? Need help.

Can anyone give me a full rules of iron golem spawn mechanics ? Thanks if fixs
