Too expensive to repair enchanted items with anvils

I wanted to add another enchantment with a book to my feather falling boots then I couldn't because it said it was too expensive

And it was 90% good condition so it wasn't an almost broken item

I wanted to add unbreaking III + Fire protection III but it didn't work
