Loot chests don't generate loot

Loot chests in generated structures such as bastions, villages and nether fortresses are empty.

 

How to produce:

 

Start a new world.

Go to the nether.

Find a bastion remnant.

Look for the chests and open them.

 

You'll notice that they are always empty.
