I beleive you are comparing MCPC and MCPE and expecting them to act the same. They do not. It appears to me that all fence gates stay at the same height in MCPE regardless of what block or fence they attach to. Accordingly, this is not a bug. Please add a comment and elaborate on your bug if I have something wrong.
