[MCPE-7864] Mobs on minecart do everything at double speed

When a mob rides a minecart (or any other mob) it does everything at double speed

This issue is fixed,due the Backup latest changes were removed this issue can be marked as resolved, also resolved issues for the upcoming version 0.11.0 tab is gone.
