Composter isn't accepting input from hopper

As I tried to do a sugar cane farm I realized that the composter wasn't accepting the sugar cane from the hopper. The output is working correctly.

 

Checking for more issues, I realzied the hopper wasn't accepting the sugar cane itself even if I dropped it by hand. This only happens if the hopper is over a composter as it works perfectly if I drop items to a hopper placed over a chest
