Resource Pack Sound Issue

I replaced some note blocks sounds with custom ogg sounds i made for an adventure map. 

if the sound is longer than 1 minute it wont play unless i spam the note block repeatedly then it will let me /playsound note.snare or whatever i name it. 

if the sound file is small it's better but sometimes wont load.

it's like that for every sound i replace even if it's another folder like ambient.

when command is entered it says playing sound but i get silence. the notebook played nothing as well until i spammed it and the sound then loaded into the game
