Item Text Box

I am quite positive that this hasn't been mentioned, but I still am not sure if this is a bug or a real intended addition. The text box when hovering over an item in the inventory won't appear, making it difficult to read text. The cursor for the inventory/ui menu is also missing. This makes it difficult to navigate on consoles and Windows 10. (That is if this is happening in Win10)
