Replaceitem command

The bug that is occuring is that when I use the commad:

/replaceitem entity @e[type=...] slot.armor.head 1 banner 1 it shows the faint outline of the banner on its back, however, the banner is nearly invisible.

 

Also, the banner id 15, for the illager banner does not work
