When a function that has spawnpoint command and is executed from a repeating command block it spawns me under bedrock

When a function that has spawnpoint command and is executed from a repeating command block it spawns me under bedrock and if I set my spawn it fixes. I tried this on 1.14.60 and I had no issue.
