Ghasts spawn very frequently in soulsand valleys AND wastes

I know that ghasts are intended to spawn frequently on soulsand valleys but they spawn very frequenly on wastes as well, and considering wastes are bigger than other biomes, ghasts spawn a lot in a big part of the nether.
