Placing blocks outside the world height limits spams message at incredible rate in creative mode

How to reproduce

1. Fly up to Y=320/-64
2. /setblock ~ ~ ~ stone
3. Try to place a block above it in survival mode
→ One message
4. Try to place a block above it in creative mode
→ Nine billion messages
