Ghast Spawn outside of soulsand valleys

As of Minecraft 1.16, Ghast are only supposed to spawn in Soulsand Valleys but on the Minecraft Bedrock Edition 1.16.0.59 Beta, Ghast spawn in every Nether biome and spawn more frequently then any other mob.
