Villagers don't utilize village at lower Y-axis

Village spawned partially on a hill, villagers only walk around and use beds/work stations on the higher point at Y-75. The lower parts at Y-70 have structures, but villagers don't go near them. When I tried breeding the villagers, placing beds and doors below Y-75 didn't work, moving them up to Y-75 did.
