I can't place blocks

In my survival world for about a week, I can not place blocks in a specific area (e.g. in my base - area is about 7-9 blocks).
Right next to that area my red stone is always activated no matter what.
In another area close by, I can place blocks but it places extremely quick (the video I attached to show that).
