64× Bonemeal disappears in seconds under signs

Bone meal is used up in massive quantities when placing bone meal on the same block as a sign.

To reproduce the bug:

1. Place a sign on grass
2. Targeting the grass block underneath apply bone meal
3. The first use will consume 2 bone meal
4. Subsequent uses depending on speed consume anywhere from 4-10 bone meal per click

What happened...
The bone meal was consumed at a much faster rate than expected (one per use)

What I expected to happen...
Only a single bone meal should be used per use
