Sugarcane Light issue

I have started on a new realm, and I keep getting these weird light issues, specifically at night, and specifically on Sugar Cane. I placed torches on the ground near them, and only the ground level gets lit up. If the plant grows to 2 or 3 tall, the top looks as if there's no light.
