droppers don't work in ticking area

droppers are in a ticking area and the area is unloaded the droppers do not activate I tested this with using a hopper clock monostable circuits The run into a dropper RS NOR latch With two command blocks that say one and two in the chat after making the area a ticking area the chat should constantly say one and two back-and-forth even when a player is not loading it right now as it stands droppers do not activate in a ticking area so the Command blocks do not write in the chat
