Turtle is not laying eggs.

Turtle being generated very little, and when I try to reproduce they do not reproduce ... in case she does not lay the egg ... I created maps in the creative and nothing, in the survival is giving the same thing I found two couples on different islands (as I said appearing very little) and the error persists.
When I kill it only drops sea grass, the hull doesn't drop. (I tested it on the creative too)
