Minecraft skin keeps uploading as steve, won't change to alex layout

I made a skin recently in the alex layout and I tried uploading it to my minecraft account multiple times but it kept uploading as the steve layout every time I logged into minecraft. I kept having the black lines on my skin and I made sure the skin was downloaded as an alex template AND i clicked the SLIM layout when uploading my skin to my profile. I'm not sure how to fix this, please help!
