respawn anchor doesnt stay full when mined with a silk touch tool

when in the nether, if use a respawn anchor and fill it with glowstone. When you mine it with a silk touch tool it will drop a full anchor entity, but when you place it, the anchor just returns to being a regular unfilled respawn anchor.
