My villagers don't restock trades and they don't change professions either.

I have an underground trading hall below my village and there I put villagers that are in minecarts and the workstations are in front of them and it still didn't fix the issue. I tried several different methods and nothing has worked so far. Even the villagers in my village aren't restocking.
