Fortune enchantment isn't working

when I break a block using a tool with fortune enchantment, it's not work. I used a diamond pickaxe enchanted with fortune 3 in a row of 10 blocks of coal and dropped exactly 10 coal, this also happens with other tools enchanted with fortune 1, 2 or 3.
