Minecraft keeping Freezing (Windows 10 PC)

So when I join minecraft, I see the background freezing every 1 second. Even when I'm playing on a server I can see the freezing and it messes up my jam. I even have evidence of it. This happens when it starts using a lot of power usage when I look on task manager. Click Here so you can understand it more. I recorded this on NetherGames. If you think it only happens on a non-features server you're wrong. Tt also happens on the featured ones also.
