Minecraft Fire

When I used the flint and steel, I created a fire, but unfortunately, even though the fire ISN'T on a netherrack or soul soil, it still would keep on burning until somebody or something puts the fire out. One more problem, is that the fire wouldn't spread, when I set a tree on fire, the fire wouldn't spread no matter what.
