Silk Touch On Items

In my Minecraft Survival World, After the 1.14.60 Hotfix, I haven't been able to add Silk Touch to any of my items. At first, I tried it with a axe and when it didn't work, it thought I can't put it on a axe, but when I tried putting it on a pickaxe through anvil, It didn't work. This is very important to me because I'm about to go to the end and I wanted to make a ender chest before I go but if I can't have Silk Touch to break the chest, I'm going to break it. I'll also will not be able to make a bee farm.
