With RTX on, All textures turn black and dark. But retains some radiance of surrounding light

There is a serious lighting issue I am running into when (attempting to) turn on, and play with RTX. When I toggle RTX, all textures simply become black and looks like the basalt deltas. But when turning RTX off, the game reverts to standard textures and proceeds to play normally. O have attached a video with (hopefully) all the information you need!
