Piglins and hoglins do not respawn in bastions

Summary:
After piglins and hoglins have been killed in a bastion, they do not respawn.

Steps to Reproduce:

1. Go to the Nether
2. Use /locate bastionremnant to find a bastion
3. Use /kill @e to kill all piglins and hoglins
4. Wait a few minutes around the bastion

Observed Results:
Piglins and hoglins do not respawn after being killed in bastions.

Expected Results:
Piglins and hoglins should respawn after being killed in bastions.
