When joining someone it says “unable to connect to world” every time

When joining another player (we are both on ps4), it tries “connecting to multiplayer game” before switching to a screen prompted with “unable to connect to world”. I have joined other players without this glitch happening but for some reason one of my friends cannot join nor play with others due to this
