Turtles will not lay eggs after getting pregnant.

I watched two turtles spawn on a beach, fed them seagrass, watched one get pregnant, then it just started swimming in circles. I watched it for an hour, nuged it to see if it was stuck and it would not lay eggs. I then tried this with another set of turtles and the same thing happened.
