Hopper not properly putting items in chest

This effects all versions.

When a hopper puts items into a chest they are not put into the correct spot. For example, if you have a zombie farm and the items are properly sorted in the chest, the hopper will not place them with incomplete stacks of that item. It will start a new stack Every time the original stack has something placed next in line to it. Look at the image below to see what I am talking about.
