Attempting to fill Respawn Anchor in Overworld with Dispenser doesn't cause it to explode

Steps to Reproduce:

1. Place a respawn anchor
2. Place a dispenser facing the respawn anchor
3. Place glowstone blocks into the dispenser
4. Power the dispenser

Observed Results:
The respawn anchor is charged.

Expected Results:
The respawn anchor should explode.

Interaction with Respawn Anchor in Overworld causes explosion.
But if point Dispenser on a Respawn Anchor, put Glowstone in Dispenser and power it, Dispenser will add Glowstone in Respawn Anchor
