RTX beta my game turned sky's off automaticly but did discover something

I dont know if this was already a discovered issue because i dont know how to call it but wheb i move there is some weird effect going on. This occurs on every long distance blocks (its a weird sort wave effect, i cant add any videos since it say error contact adminstrator)
