ambient sounds are played constantly

when playing in the overworld the nether or the end the same music plays constantly at the loudest volume usually I play with the Minecraft music setting on 0 because I find it distracting so I thought is was weird that I was hearing this music checked the setting and music was set to 0 however it was still plying as if it was set to 100
