Can't craft honey blocks

Unable to craft honey blocks. Ive tried creative, survival, single-player, and multi-player but i still can't craft it. It consumes the honey in the honey bottles but doesn't yield the block. Tried crafting on the player crafting grid and crafting table yet no different results.
