Redstone dust are placeable on chain

Steps To Reproduce:
1. Get a redstone dust and chain
2. Place a few chains down
3. Place the redstone dust on top of the chains

Expected Results:
You can't place redstone dust on chains (like Java)

Observed Results:
You'll be able to place redstone dust on top of the chains.
